In the meeting of 23rd Dec proposed the names 26 persons to take as the founder members of Viswa Bharati Universty. The names were, Brajendranath Seal, Sylvain Levi, Sisir Kumar Mitra, Sushil Kumar Rudra, Surendranath Thakur, Nepal Chandra Roy and others. Submitting a draft copy of the Constitution of Viswa Bharati University, Nepal Chandra Roy proposed, " Acharya Srijukta Rabindranath Thakur be requested to to do the necessary addition and alteration of the constitution after consultation with the legal personalities. Sisir Kumar Moitra proposed quoting the articles no. 12,23 and 26 of the constitution that Rabindranath be given the responsibility of nominating the first members of the Executive Council of Viswa Bharati. It was presumed that the constitution was made ready in consultation with the experienced persons. Prasanta Chandra Mahalanobis took the responsibility of sending the papers to the press.Rabindranath write to Prasanta Chandra Mahalanobis,
" It would have been better if you could bring the constitution . Jnanen Gupta, the present Chairman of Municipality and known to me, have been asked to come over here. I shall be glad if you can call Indu Bushan citing my reference I want them in the board of directors of Viswa Bharati.
But the correspondence made with Prasanta Chandra revealed that the task was not so easy. Rabindranath again wrote him on 24thMar from Selaidah, 1922,
" I have come to a long distance from my p0lace of work. I have taken two responsibiloities, one, to finqalise the Constitution of the University, and the other to collect fund." He added, " but if I can't give them a copy of the printed constitution, the tasks become more difficult." .
